Welsh Government Anti-Bullying Guidance Launched

The Welsh Government are pleased to announce the electronic publication of the new Respecting others anti-bullying guidance. The new documents build on the guidance we issued in 2003, and provide detailed advice to schools on responding to and preventing bullying. Included are examples of good practice, case studies and scenarios.

The National Behaviour and Attendance Review, which reported in 2008, recommended that the Welsh Government promotes best practice in anti-bullying. Getting it Right 2009 set out our key priorities and actions in response to the Concluding Observations of the United Nations Committee on the Rights of the Child 2008. 

One of those priorities was to eliminate bullying including homophobic bullying. It is against this background that the Welsh Government has developed comprehensive new anti-bullying guidance. 

The series of guidance materials comprises of an overview document and five separate documents, providing advice on the following:

  • homophobic bullying
  • sexist, sexual and transphobic bullying
  • bullying around race, religion and culture
  • bullying around special educational needs and disabilities
  • cyberbullying.

Each piece of guidance will follow a similar format and will provide information on the following key areas:

  • definition and characteristics of bullying
  • the law, including new requirements under the Equality Act 2010
  • prevention, including promoting whole school approach and inclusive culture, participation by learners and parents/carers, training for staff and curriculum opportunities
  • responding to bullying, including monitoring and recording bullying.  

The guidance will be available as a downloadable resource on the Welsh Government website.
